Is my home renovation classed as a self-build for claiming RHI?

Q. We have recently renovated and extended a 200-year old cottage into a 4-bed home with an air source heat pump. Prior to our moving in the property was empty for more than two years and uninhabitable. 

Do we need a green deal assessment or are we classed as self builders for the purposes of claiming the renewable heat incentive?

A. The point of the green deal asessment when it comes to the renewable heat incentive (RHI) is so that Ofgem can reassure themselves that your retrofit has the necessary levels of insulation in order to qualify. When it comes to new builds however, modern building regulations exceed the necessary levels of insulation for RHI and so the green deal assessment is not needed. 

However, when it comes to a conversion project, when is a self build classed as a self build? It's a complex area and Ofgem say they are working on updating their guidance on it. Generally, however, if you converted a non-domestic property into a domestic property then this is considered an eligible new build. 

If it was a domestic property but it had to be completely demolished and rebuilt then it would be considered a new build. However, if the property has been renovated from what was once a domestic property, it would not be considered a 'new build' and therefore would need a green deal assessent report. It sounds as though you probably fall into this final category. 

It is worth noting that if you are finding it hard to work your way though the regulations or get together the paperwork needed to prove your self build status (click here and scroll down to self-builders for the kind of documents that might be accepted) then you could always pay the £150 for a green deal report and go down the non-self builder route. 

Ofgem say that the cost of the report was taken into account when the RHI tariffs were set so you won't technically be losing out.
